Bethlehem May 20, 2013:– The Applied Research Institute – Jerusalem (ARIJ) launches a project entitled ‘Food Production-Consumption Assessment to Improve Sustainable Agriculture and Food Security in the West Bank- Palestine.’
ARIJ has recently signed an agreement to commence an agricultural development project entitled, ‘Food Production-Consumption Assessment to Improve Sustainable Agriculture and Food Security in the West Bank- Palestine. ’ The program aims to tackle food insecurity through using improved agricultural practices in order to develop sustainable food solutions in target areas of the West Bank. The project will be implemented over two years, between April 2013 and May 2015, and is being conducted with generous assistance from The International Development Research Centre (IDRC).

The program aims to study, assess and promote agricultural self-sufficiency and sustainable food security through analyzing food consumption, production and marketing systems for agro-food commodities (mainly plant crops). In addition, awareness will be raised regarding the importance of sustainable food options in Palestine and will build partnerships with relevant stakeholders in order to collaborate on first class food security research and disseminate assessment findings as widely as possible. ARIJ will conduct the project to face challenges experienced by the Palestinian agriculture sector. In the West Bank, experience shows the main food associated problems are:

1- Food insecurity
2- Poor national strategy and planning
3- Difficulties in agriculture production
4- Heavy reliance on foreign aid
5- Growing resources scarcity

Food prices in West Bank are high, leading to a high ratio of household expenditure on food to total household expenditure. The expenditure data measuring food security in West Bank indicates that many Palestinians are “Food insecure” and “poor”. The high proportion of expenditure devoted to food is an effect of many factors such as high food prices, complicated market channels, low purchasing capacity and low incomes.
The project will study the potential for developing productive marketing systems and increase awareness of marketing potentialities amongst those in the agriculture sector. Within the project, a significant focus will be given to evaluate Palestinian agro-market channels, their impact on Palestinian economy and will propose the development of a National Agro-Marketing Decision System.

The project will also conduct a baseline assessment of the food consumption-production process, encompassing food production, food availability and food marketing. Women will be targeted through the process of assessing the food production-consumption process, highlighting their role at each stage of food production at national and local levels. The project will empower women to find solutions to food insecurity such as enabling women to produce food for retail and earn wages from their work.

The project also intends to build partnerships with relevant stakeholders and offer guidance towards better solutions in food production, consumption marketing and policy creation. The results of the project shall be disseminated to targeted groups including; farmers, traders, processors, consumers and decision makers to increase awareness of feasible and sustainable cultivation practices, and to inform related plans and policies towards increasing self-sufficiency.

The expected outcomes of the project are:

1- Develop a network of stakeholders involved in food policy
2- Analyze the major crops and agro-commodities produced and consumed
3- Analyze the role of various agro-food production – marketing stakeholders for value chain.
4- Analyze locally produced agro-commodities and marketing channels
5- Share and disseminate the results at the main decision-making level and to other related stakeholders.

معهد اريج للأبحاث التطبيقية القدس ( اريج ) يطلق مشروع

 “تقييم الانتاج والاستهلاك الغذائي من أجل استدامة الزراعة والأمن الغذائي في الضفة الغربية – فلسطين”

قد قام معهد أريج بتوقيع اتفاقية مع مركز تطوير البحث الدولي (IDRC) لغرض تنفيذ مشروع بعنوان”تقييم الانتاج والاستهلاك الغذائي من أجل استدامة الزراعة والأمن غذائي في الضفة الغربية-فلسطين” والذي سوف يتم تنفيذه خلال عاميين في الفترة ما بين نيسان 2013 وايار 2015. ويهدف المشروع الى دراسة وتقييم وتحسين القطاع الزراعي وتحسين الأمن الغذائي الفلسطيني من خلال تحليل نظم الاستهلاك، الانتاج، والتسويق الغذائي لأهم المنتجات الغذائية الزراعية (المحاصيل النباتية).

كما وسوف يعمل المشروع على رفع مستوى الوعي لدى الجهات المعنية بخصوص أهمية استدامة المصادر الغذائية المحلية الفلسطينية، وبناء الشراكة ما بين الجهات المعنية وصناع القرار بهدف التعاون البحثي في مجال الأمن الغذائي والاكتفاء الذاتي ونشر نتائج الدراسة على أوسع نطاق ممكن. كما وسوف يركز المشروع على تقييم القنوات التسويقية للمنتجات الزراعية الفلسطينية على المستويين المحلي والدولي وتأثيرها على الاقتصاد الفلسطيني، كما وسوف يقترح نظام تسويق زراعي وطني على مستوى صناع القرار.
:سوف يقوم فريق العمل في اريح بتنفيذ المشروع لمواجهة التحديات في قطاع الزراعة في فلسطين، لقد أثبتت الدراسات أن هناك مشاكل متعلقة بالغذاء في الصفة الغربية والتي يمكن تلخيصها بما يلي 

 انعدام الأمان الغذائي
ضعف الاستراتيجيات والتخطيط الوطني
صعوبة في الانتاج الزراعي
الاعتماد الكلي على المساعدات الخارجية
ندرة الموارد ذات الصلة

 أن ارتفاع اسعار الغذاء في الضفة الغربية تؤدي الى ارتفاع نسبة مصروفات الفرد على الغذاء بالمقارنة مع اجمالي المصروفات. اشارت معطيات المصروفات والتي تقيس الامن الغذائي في الصفة الغربية الى ان هناك العديد من الفلسطينيين يعتبروا غير “آمنين غذائيا” و”فقراء”. ان ارتفاع نسبة المصروفات على الغذاء ناتجة عن عدة عوامل اهمها اسعار الغذاء المرتفعة، تعقيدات في قنوات التسويق، انخفاض القدرة الشرائية والدخول المنخفضة.
وعليه سيعمل المشروع على تقييم ودراسة الاستهلاك والانتاج الغذائي، وفرة الغذاء وتسويق الغذاء في الضفة الغربية مع الأخذ بعين الاعتبار المستوى المحلي والاقليمي والدولي. كما سيعمل المشروع علىدراسة امكانية تطوير نظام التسويق الانتاجي، وزيادة الوعي لا مكانية تسهيل عملية التسويق من خلال العاملين في قطاع الزراعة. بالإضافة الى ذلك، من المتوقع ان يتم استخدام المشروع لا يجاد حلول لتحسين الانتاج الزراعي ونظام التسويق والتي يمكن تطبيقها على ارض الواقع.

سيقوم المشروع بتمكين النساء لإيجاد الحلول لانعدام الامن الغذائي متل تمكين النساء لا نتاج الغذاء لأهداف تجارية وكسب مصدر الرزق من خلال عملهم. أن المشروع سيستهدف النساء من خلال عملية تقييم لاستهلاك وانتاج الغذاء، مشيرا الى دورهم في كل مرحلة من انتاج الغذاء على المستوى الوطني والمحلي.

أن المشروع يهدف كذاك الى بناء شراكات مع القطاعات ذات العلاقة والمستهدفة في المشروع وهي المزارعين والتجار والمنتجين والمستهلكين وصانعي القرار، وتوفير الارشادات للوصول لوضع افضل في مستويات الانتاج، الاستهلاك، التسويق وصياغة السياسات. سوف يتم مشاركة القطاعات المختلفة المستهدفة في المشروع بنتائج المشروع بهدف زيادة الوعي في تطبيق الفلاحة المستدامة المجدية، والاعلام عن الخطط والسياسات التي تزيد من الاكتفاء الذاتي الفلسطيني.

أن مجموعة الاهداف العامة والمخرجات للمشروع ستكون كما يلي:

تطوير شبكة من القطاعات المختلفة والتي لها علاقة بسياسات الغذاء
تحليل المنتجات الزراعية الاساسية والبضائع الزراعية المنتجة والمستهلكة
تحليل دور الجهات ذات العلاقة بالإنتاج والتسويق المنتجات الغذائية الزراعية المختلفة، بموضوعسلسلة القيمة (Value Chain)
تحليل المنتجات الزراعية محليا وقنوات التسويق
المشاركة وتوزيع النتائج على مستوى صانعي القرار وجهات ذات علاقة
