The Applied Research Institute – Jerusalem (ARIJ) recently published a socio-economic research report entitled; “Israeli Occupation: A Business Enterprise ,The case of Magnetic Cards and Permits of Entry to Israel.” The report discusses in depth the cost of Israeli occupation on Palestinians represented by the cost of issuing magnetic cards and work permits for Israel. These measures directly cause expense and create suffering amongst Palestinian citizens and workers.
The study prepared by Mr. Issa Smirat in cooperation with ARIJ notes that each year the Israeli Occupation issues more than 400,000 magnetic cards to Palestinians for the sum of 100 NIS per card. This is equivalent to 40 million NIS yearly. In addition each work permit issued cost an employer, each month 1000 NIS. 100,000 Palestinians work in Israel and its settlements, so the estimated cost of obtaining these permits will be equivalent to 1.200 Million NIS yearly (the study excludes the workers from East Jerusalem). All of these costs are exploited from the Palestinian people and end up in the Israeli Treasury to support Israel’s economy.
The previously mentioned costs represent a small part of Israel’s overall exploitation of the Palestinian people, which according to Israeli economist Shlomo Swerky costs on an average year, 100 billion NIS.
This study is the second of its kind published by ARIJ, which published its first report on the economic costs of occupation in 2010.
It is noted that the Applied Research Institute – Jerusalem (ARIJ) is working upon issuing several reports for different sectors that the Israeli occupation violates for the benefit of Israeli economy. ARIJ aims to look at those areas that violate Palestinians as per the International Law.
قام معهد الأبحاث التطبيقية القدس (أريج) بإصدار تقرير جديد يبحث في أحد جوانب تكاليف الاحتلال الإسرائيلي والمتمثلة في تكلفة إصدار البطاقات الممغنطة وتصاريح العمل في اسرائيل
والتي يتكبد تكاليفها ومعاناتها المواطن والعامل الفلسطيني.
حيث بينت الدراسة التي أعدها الباحث عيسى سميرات بمساعدة طاقم من الباحثين في معهد أريج، أن الاحتلال الإسرائيلي يصدر ما لا يقل عن 400،000 بطاقة ممغنطة للمواطنين الفلسطينيين مقابل رسوم تقدر بـ 100 شيكل للبطاقة الممغنطة الواحدة، أي ما يعادل 40 مليون شيكل سنوياً. ويضاف إلى ذلك تكلفة تصاريح العمل التي يتم إصدارها بتكلفة 1،000 شيكل للتصريح الواحد في المعدل شهرياً علماً بأن هناك ما يقدر بـ 100،000 عامل فلسطيني يعملون في إسرائيل والبؤر الاستيطانية سنوياً، وبهذا تقدر تكلفة الحصول على هذه التصاريح 1,200 مليون شيكل سنوياً (وتستثني هذه الدراسة العمال المقيمين في القدس الشرقية). وعلى هذا فإن هذه التكاليف تدخل جميعها في خزينة الكيان الإسرائيلي وتعمل على دعم اقتصاده.وتعتبر هذه التكلفة جزء لا يتجزأ من صورة أكبر، حيث ينهب الاحتلال الإسرائيلي من خلال ممارساته المفروضة على الشعب الفلسطيني ما يعادل 100 مليار شيكل سنوياً حسب الباحث الإسرائيلي شلومو سويرسكي.
وتعتبر هذه الدراسة هي الثانية من نوعها التي يقوم المعهد بإصدارها فيما يختص بتكاليف الاحتلال الاسرائيلي للأراضي الفلسطينية، حيث أنه قام سابقاً بإصدار تقرير يبين تكلفة الاحتلال في العام 2010. ومن الجدير ذكره بأن المعهد يعكف حالياً على إصدار تقارير تخص قطاعات مختلفة يقوم الاحتلال الإسرائيلي بانتهاكها من أجل المنفعة والمصلحة الاقتصادية والتجارية له على حساب ثروات ومقدرات الشعب الفلسطيني منتهكاً بهذا جميع الأعراف والمواثيق والبروتوكولات الدولية.
