Bethlehem, February 20, 2014 – Within the activities of the Sustainable Planning as a Tool to Promote Dialogue and Cooperation between Palestinian in the West Bank and Arab towns beyond the Green Line, the Applied Research Institute – Jerusalem (ARIJ) conducted workshop about Structural Planning in Bethlehem Governorate. The workshop included a lecture on Structural Planning in the Urban Center of Bethlehem Governorate, presented by Eng. Anwar Shabana, Director of Planning in the Ministry of Local Government in Bethlehem Governorate.
The workshop was attended by representatives of the project targeted municipalities in Bethlehem Governorate (Bethlehem, Beit Sahur, Beit Jala, Al Khader and Ad Doha), representatives of local governmental and private institutions, in addition to the project working group from Bethlehem Governorate.
Dr. Nasri Qumsieh ARIJ Chairman of the Board started the workshop welcoming the participants and Eng. Anwar Shabana, then he highlighted the importance of the project and the fruit of cooperation between the Palestinian in the West Bank and the Arab towns beyond the Green Line in the field of sustainable planning, especially in the project targeted areas Bethlehem and Nazareth. The Project titled Sustainable Planning as a Tool to Promote Dialogue and Cooperation between Palestinian in the West Bank and Arab Towns beyond the Green Line project is funded by the European Union (EU) and is a joint project between the Applied Research Institute- Jerusalem (ARIJ) and the Arab Center for Alternative Planning (ACAP). The overall objective of the project is to share experiences between professionals and experts in planning and development from Nazareth and Bethlehem as project targeted area, in addition engage in dialogue on sustainable planning processes, and work together to develop a Sustainable Planning Guidelines Document.
Eng. Anwar Shabana began the workshop with detailed explanation about the structural planning, types of master plans, the main purposes of the master plans, and then he explained in details the structural planning stages and the importance of local communities’ participation in the planning processes. Eng. Anwar highlighted the role of private sector in the planning process, and the available master plans at Bethlehem targeted areas. Dr. Nael Salman Mayor of Beit Jala, talked about the relationship between the municipalities and the Ministry of Local Government, especially in developing the master plans.
The workshop was concluded by a general discussion between the participants about the main challenges of planning process in the center of Bethlehem, andthe sustainable development proposed scenarios and strategies in Bethlehem district (Metropolitan Bethlehem).
معهد أريج يعقد ورشة عمل متخصصة حول موضوع التخطيط الهيكلي في مركز محافظة بيت لحم
عقد معهد الابحاث التطبيقية أريج يوم أمس في مقره في بيت لحم ورشة عمل حول موضوع التخطيط الهيكلي في محافظة بيت لحم حيث تخلل الورشة محاضرة بعنوان التخطيط الهيكلي في مركز محافظة بيت لحم قدمها المهندس أنور شبانة مدير الهندسة والتنظيم في مديرية وزارة الحكم المحلي في محافظة بيت لحم. وتأتي هذه الورشة ضمن نشاطات مشروع التخطيط المستدام كأداة لتعزيز التعاون والحوار بين فلسطينيي الضفة الغربية والمدن العربية في الداخل.
حضر الورشة ممثلين عن البلديات المستهدفة في المشروع بيت لحم، بيت ساحور، بيت جالا، الخضر والدوحة بالإضافة الى مشاركة العديد من الجهات ذات العلاقة من المؤسسات الحكومية (وزارة الزارعة، وزارة الحكم المحلي، مديرية اوقاف بيت لحم، محافظة بيت لحم، سلطة المياه والمجاري) وغير الحكومية (مركز حفظ التراث) بالإضافة الى مجموعة عمل المشروع المشكلة من المؤسسات المعنية في منطقة بيت لحم.
افتتح الورشة الدكتور نصري قمصية رئيس مجلس ادارة معهد أريج مرحبا بالمشاركين وبالمهندس أنور شبانة وقام بتسليط الضوء على اهمية المشروع واهمية التعاون في مجال التخطيط المستدام بين فلسطينيي الضفة الغربية والمدن العربية في الداخل خاصة في المناطق المستهدفة في المشروع الناصرة ومركز محافظة بيت لحم. وتجدر الاشارة الى أن مشروع التخطيط المستدام كأداة لتعزيز التعاون والحوار بين فلسطينيي الضفة الغربية والمدن العربية في الداخل، هو مشروع ممول من قبل الاتحاد الاوروبي، ومشترك بين معهد الابحاث التطبيقية القدس (أريج) والمركز العربي للتخطيط البديل في مدينة الناصرة. ويهدف المشروع الى تبادل الخبرات بين المهنيين والمختصين في مجال التخطيط والتنمية المستدامة بين منطقة بيت لحم والناصرة بهدف وضع صياغة وثيقة موقف حول ماهية التخطيط المستدام.
بدوره بدأ المهندس انور شبانة المحاضرة بإعطاء نبذة عن التخطيط الهيكلي، انواع المخططات الهيكلية، الهدف من التخطيط الهيكلي، ثم قام بشرح تفصيلي عن مراحل التخطيط الهيكلي وعن اهمية المشاركة المجتمعية في عملية التخطيط الهيكلي. كما قام المهندس انور بتسليط الضوء عن دور القطاع الخاص في عملية التخطيط الهيكلي، البنية التحتية والمرافق العامة، واهم الخطط المستقبلية لتطوير مركز محافظة بيت لحم. بعدها قام الدكتور نائل سلمان رئيس بلدية بيت جالا بتقديم مداخله حول العلاقة بين البلديات والسلطة المركزية (وزارة الحكم المحلي) خاصة فيما يتعلق بالتخطيط الهيكلي.
وفي ختام الورشة فتح باب النقاش للحضور حيث تركز حول التحديات التي تعانيها البلديات المستهدفة في عملية التخطيط الهيكلي، وعن السيناريوهات المقترحة لتطوير مركز محافظة بيت لحم. وقدم معهد أريج الشكر لجميع المؤسسات الحكومية وغير الحكومية التي شاركت في الورشة.
