World Wide Views on Biodiversity Project

The Applied Research Institute – Jerusalem (ARIJ), the Danish Board of Technology (DBT) and the Convention of Biological Diversity (CBD) are pleased to announce the inception of the project entitled: World Wide Views on Biodiversity (WWViews). The project is sponsored by the VILLUM Foundation, the Danish Ministry of the Environment, and the Japan Biodiversity Fund. ARIJ is a national partner in the WWViews project representing the Palestinian Territory (PT), and is co-financing the project in the PT.

World Wide Views on Biodiversity project aims to involve citizens around the world in the design of global biodiversity policy and understand perspectives on biodiversity from young people and adults all over the world. Biodiversity is defined as nature’s diversity in ecosystems, species and genetic material. The World Wide Views on Biodiversity project will be enacted through consultations with 2500-3000 citizens (in total) in 27 countries around the world on September 15th 2012. The citizens will be provided beforehand with material on biodiversity and at the meetings they will discuss in groups how to deal with the decline in biodiversity and vote on predefined questions. The results of the citizen votes will be collected on the WWViews website, where it will be possible to compare the results from one country or continent to results from others. Furthermore, the results will be presented at COP11 in India in October 2012 and will give the decision-makers a unique opportunity to get an insight into the views and perspectives of citizens worldwide on biodiversity policies.

On March 28th 2012 World Wide Views on Biodiversity was officially launched at the Danish Ministry of Environment, where Project Managers from 27 countries from all parts of the world, ambassadors, and representatives from many of the participating countries were gathered. The project launch was hosted by the Danish Minister for the Environment, Ms. Ida Auken, and Mr. Lars Klüver, Director of the Danish Board of Technology.

The launch took place during a three day training seminar in Copenhagen for Project Managers. At the seminar, they were trained in WWViews methods for the selection of citizen participants and the preparations and practical arrangements for the WWViews meetings. This common methodological approach will ensure easy comparability of results. Countries involved in the WWViews project are: Australia, Bangladesh, Bolivia, Brazil, Cameroon, Canada, Costa Rica, Denmark, Democratic Republic of the Congo, Dominican Republic, Germany, India, Indonesia, Japan, Maldives, Nepal, Nigeria, Palestinian Territory, People’s Republic of China, Philippines, Saint Lucia, South Africa, St. Vincent and the Grenadines, Uganda, United States, Vietnam, Wales, and Zambia.

The Applied Research Institute – Jerusalem (ARIJ) is the national partner representing the Palestinian Territory in the WWViews project. ARIJ, in cooperation with Palestinian Ministry of Environment (MoE,) is therefore responsible for preparing and conducting the consultation event on September 15th 2012 in the Palestinian Territory (PT) and reporting the Palestinian voting results to the DBT – WWViews project coordinator and COP 11 Palestinian delegates. ARIJ was invited by the DBT to represent PT in the project and has been working on project preparations since November 2010. ARIJ attended the project training session in Copenhagen (Denmark) under the coordination of DBT. ARIJ found the project an opportunity for Palestinians to join the global WWViews alliance and to express their views on biodiversity conservation at the global level. Up to 100 Palestinian citizens will be invited from the different governorates of the West Bank. The selected citizens will be ordinary people, chosen to reflect demographic diversity within the West Bank with regards to age, gender, occupation, education and geographic locality types, where a representative sample from the different governorates will be selected.

The World Wide Views on Biodiversity project will lead to a deeper Palestinian engagement with biodiversity policy and a better understanding of biodiversity issues amongst the Palestinian participating citizens and civil society organizations, engaging Palestinian citizens in political decision-making processes, and will thus be a unique opportunity to make Palestinian decision-makers at COP11 acquainted with the informed views of citizens worldwide.

مشروع وجهات النظر العالمية حول التنوع الحيوي

يسر معهد الأبحاث التطبيقية – القدس (أريج)، والمجلس الدانمركي للتكنولوجيا (DBT)، وسكريتاريا الأمم المتحدة لاتفاقية التنوع الحيوي (CBD)، الإعلان عن بدء تنفيذ مشروع بعنوان "وجهات النظر العالمية حول التنوع الحيوي". ويرعى المشروع كل من مؤسسة فيلوم (VILLUM)، وزارة البيئة الدانمركية، وصندوق اليابان للتنوع الحيوي. حيث يعتبر معهد أريج شريك وطني في مشروع وجهات النظر العالمية حول التنوع الحيوي ممثلا للأراضي الفلسطينية، وممولا مشاركا له.

يهدف مشروع وجهات النظر العالمية حول التنوع الحيوي إلى إشراك المواطنين من جميع أنحاء العالم في تصميم السياسة العالمية للتنوع الحيوي وفهم وجهات نظر الشباب والكبار من جميع أنحاء العالم حول هذا التنوع. ويعرف التنوع الحيوي بأنه تنوع الطبيعة في النظم البيئية والأنواع والمواد الجينية. في يوم 15 أيلول 2012 سوف تسن وجهات النظر العالمية حول التنوع الحيوي من خلال المشاورات مع 2500-3000 مواطن (في المجموع) من 27 دولة حول العالم. وسوف تقدم للمواطنين مواد حول التنوع الحيوي سلفا، وخلال الاجتماع سيتم مناقشة كيفية التعامل مع تدهور التنوع الحيوي والتصويت على أسئلة محددة مسبقا في مجموعات. حيث سيتم جمع نتائج أصوات المواطنين على الموقع الالكتروني للمشروع، ليصبح بالإمكان مقارنة النتائج من بلد أو قارة واحدة مع نتائج البلدان الأخرى. وعلاوة على ذلك، سيتم عرض النتائج في الاجتماع الحادي عشر لمؤتمر الأطراف (COP 11) (يمكن الاطلاع عليه على الموقع: http://www.cbd.int/cop11/) في الهند في شهر تشرين الأول من العام 2012، وهو ما سيعطي صانعي القرار فرصة فريدة للحصول على نظرة ثاقبة حول الآراء ووجهات نظر المواطنين من جميع أنحاء العالم حول سياسات التنوع الحيوي.

في 28 آذار 2012 تم إطلاق وجهات النظر العالمية حول التنوع الحيوي في وزارة البيئة الدانمركية، حيث اجتمع مدراء المشاريع من 27 بلدا من جميع أنحاء العالم، وسفراء وممثلون عن العديد من البلدان المشاركة. وقد استضاف إطلاق المشروع الوزير الدانمركي لشؤون البيئة، السيدة إيدا اوكين، والسيد لارس كلوفر مدير المجلس الدانمركي للتكنولوجيا.

تم إطلاق المشروع خلال حلقة دراسية تدريبية في كوبنهاغن لمدراء المشاريع استمرت مدة ثلاثة أيام. حيث تم خلال الحلقة الدراسية تدريب المدراء على أساليب وجهات النظر العالمية حول التنوع الحيوي لاختيار المواطنين المشاركين والاستعدادات والترتيبات العملية لعقد اجتماعات وجهات النظر العالمية حول التنوع الحيوي. حيث ستضمن هذه المنهجية المشتركة إمكانية مقارنة سهلة للنتائج. التالية هي أسماء الدول المشاركة في مشروع وجهات النظر العالمية حول التنوع الحيوي: أستراليا، بنغلاديش، بوليفيا، البرازيل، الكاميرون، كندا، كوستاريكا، الدانمرك، الجمهورية الديمقراطية للكونغو، وجمهورية الدومينيكان وألمانيا والهند واندونيسيا واليابان والمالديف ونيبال ونيجيريا والأراضي الفلسطينية، جمهورية الصين الشعبية، الفلبين، سانت لوسيا، جنوب أفريقيا، سانت فنسنت وغرينادين، وأوغندا، الولايات المتحدة، وفيتنام، ويلز-بريطانيا، وزامبيا.

ومعهد الأبحاث التطبيقية – القدس (أريج) هو الشريك الوطني الممثل للأراضي الفلسطينية في مشروع وجهات النظر العالمية حول التنوع الحيوي، وبالتالي المعهد؛ وبالتعاون مع وزارة البيئة الفسطينية، المسؤول عن إعداد وتنظيم حدث التشاور في يوم 15 أيلول 2012 في الأراضي الفلسطينية والإبلاغ عن نتائج التصويت الفلسطيني للمجلس الدانمركي للتكنولوجيا – منسق مشروع وجهات النظر العالمية حول التنوع الحيوي والاجتماع الحادي عشر لمؤتمر الأطراف (COP11). وقد دعي معهد أريج من قبل المجلس الدانمركي للتكنولوجيا من اجل تمثيل الأراضي الفلسطينية في المشروع، حيث بدأ المعهد العمل على تحضيرات المشروع منذ تشرين الثاني 2010. وقد حضر معهد أريج الدورة التدريبية للمشروع في كوبنهاغن (الدانمرك) عن طريق تنسيق مؤسسة المجلس الدانمركي للتكنولوجيا، حيث وجد معهد أريج من المشروع فرصة للفلسطينيين للانضمام إلى حلف وجهات النظر العالمية حول التنوع الحيوي للتعبير عن أرائهم بشأن الحفاظ على التنوع الحيوي على المستوى العالمي. وسيدعى ما يصل إلى 100 مواطنا فلسطينيا عاديا من مختلف محافظات الضفة الغربية، حيث سيتم اختيارهم بطريقة تعكس تنوع وتوزيع متساوي للسكان في الضفة الغربية فيما يتعلق بالعمر والجنس، والمهنة، والتعليم، ونوع التجمع الجغرافي، حيث سيتم اختيار عينة تمثيلية من مختلف المحافظات.

وسيؤدي مشروع وجهات النظر العالمية حول التنوع الحيوي إلى تعزيز المشاركة الفلسطينية في سياسة التنوع الحيوي، والتوصل إلى فهم أفضل لقضايا التنوع الحيوي في أوساط المواطنين الفلسطينيين ومنظمات المجتمع المدني المشاركة، وإشراك المواطنين الفلسطينيين في عملية صنع القرار السياسي، وبالتالي ستكون فرصة فريدة من نوعها لجعل صانعي القرار الفلسطينيين في الاجتماع الحادي عشر لمؤتمر الأطراف (COP11) لاتفاقية التنوع الحيوي، مطلعين على وجهات نظر المواطنين من جميع أنحاء العالم.
