This book includes the proceedings of the special seminar held in Bethlehem between 18-19 May, 1997. It presents the opening statements by Abdel Rahman 
Abu Arafeh, and Annick Tontti, in addition to the first day session and presentations by Haydar Abdul Shafi, Hanan Ashrawi, Maher Al-Masri, and Sa’eb Erekat, discussions, comments and responses. It also includes the second day session under which comes a discussion group on political issues and Jerusalem and another on institution and economy. It then presents some recommendations that have been reached concerning the political issues, democratic issues, the issue of Jerusalem, negotiations, and institution building. A list of participants in the seminar can be found at the end. The book is available in both Arabic and English.
